    Ans.- The Online Building Plan Approval System (OBPAS) has been envisaged by the Department of Urban Development & Municipal Affairs, Government of West Bengal utilizing the benefits of Information Technology to have a Single Window System (SWS) to obtain online NOC(s) for various services related to construction of buildings with the facility of auto-scrutinisation of architectural drawing.
Q.2. Which ULBs & ITAs are eligible to use SWS-OBPAS?
    Ans.- All ULBs (except KMC & HMC), GCITA, NDITA & Sector VI ITA.
Q.3. How will I search SWS-OBPAS?

Q.14. As a citizen, how will I know different classes of Consultants empanelled in my ULB/ITA & also how to contact with him/her?
    Ans.- Please visit SWS-OBPAS website, click on Downloads option, you will see drop-down List of Technical Personnel, click on that & choose your ULB name. You will see the whole list of Consultants empanelled in your ULB/ITA. From that list, you will find Techinical Personnels' Name., Mobile No., Email Id, which will help you to contact.

Q.15. I have a 10 years old single storied building. Now I want to add another floor. Is this service available in SWS-OBPAS?
    Ans.- Yes, of course you can. First register yourself & log-in, then select Building Plan for Addition & fill the Common Application Form.
Q.16. I shall complete the construction of my building very soon. After completion, I want to take Occupancy & other services like Water Connection, Drain/Sewer Connection. Will it be possible to avail those services through SWS-OBPAS?
    Ans.- Yes, of course you can apply for those services. First register yourself & log-in SWS-OBPAS. Then fill the Common Application Form of Occupancy.
Q.17. For Architects, is there any need to take recommendation from MED?
    Ans.- Architect registered under Council of Architecture can practice in the same capacity as per UD & MA Deptt. (Order vide no. 1106/MA/O/C-4/1M-31/2015(Pt.-V) dated 16.11.2022. Further recommendation from MED is not applicable here.
Q.18. What are the rules for empanelment of LBS, Structural Engineer, Geo-technical Engineer and Structural Reviewer?
    Ans.- In terms of sub-rule 2 of rule 14 of West Bengal Municipal (Building) Rules, 2007 (as Amended), the ULB can empanel LBS (Class I & II); recommendation from MED is required for empanelment of structural engineer (Class I & II), geo-technical engineer (Class I & II) and structural reviewer.
Q.19. How can I register Grievances?
    Ans.- There is a Grievance Redressal System in SWS-OBPAS website for managing the complaints of citizen availing service through this system. The citizen may lodge complaint to the respective ULB/ITA on various issues pertaining to this system. All grievances received will be recorded in a central complaints lodging database, which will help the ULBs in systematic monitoring the action taken to resolve these grievances.
Q.20. How does Grievance Redressal System Work ?
    Ans.- Step One : Citizen will log-in & click on Raise Grievance button; Step Two : Citizen will fill the Grievance Redressal Application Form & Submit; Step Three: ULB will look into the grievance & resolve by 6 working days.
Q.21. Whether Structural Engineer Class I/II, Geo-Technical Engineer Class I/II and Structural Reviewer empanelled in a ULB can practice in other ULBs?
    Ans.- Yes, please follow notification no. 611/MA/O/C-4/1M-31/2015(Pt-V) dated 10.06.2022

Q.22. Can empaneled technical personnel of Kolkata Municipal Corporation practice in other ULBs?
    Ans.- In terms of Sub-Rule 2 of Rule 14 of West Bengal Municipal Building Rules, 2007 (as Amended), structural engineer (class I & II), geo-technical engineer (class I & II) and structural reviewer empaneled with Kolkata Municipal Corporation can practice in other ULB(s) barring hill towns.
Q.23. Can I avail alteration service after completion of construction of building?
    Ans.- No
Q.24. Can I avail addition and alteration services simultaneously?
    Ans.- No
Q.25. Which service do I avail if I want to make addition and alteration of original building plan at a time before commencement of work or during execution?
    Ans.- Please avail Alteration of building plan service.
Q.26. The drawing pdf sent from scrutiny is blank after scrutiny gets completed. What is the reason?
    Ans.- The primary reason may be the plotting option of all the layers in the .dwg file is turned off. Turn on the plotting option of all the layers and resubmit for scrutiny.
